The specific issues discussed in the hearing included the magnitude of Haiti's role as a transshipment point for cocaine, the role that elements in the Haitian military play in narcotics trafficking, the role that a network of former Haitian militia members plays in distributing crack cocaine in the United States, the unique problems of bringing those network members to justice, and drug law enforcement efforts aimed at preventing the flow of drugs up the Miami River. Witnesses include police officers, Federal agents, immigration officials, and representatives of the Haitian government and the Haitian emigre community in the United States. |
