This funding contributed to enhancements to State and local drug enforcement and prosecution, improved drug screening and treatment for adult and juvenile offenders, comprehensive community crime prevention, community-oriented policing, victims' services, information systems improvements, and violence prevention. Some results of these projects were more than 2,600 arrests for drug offenses, more than $1,900,000 in assets seized, drug treatment and related services for more than 3,250 adult and juvenile offenders, intensive probation/parole supervision in lieu of incarceration for more than 1,600 offenders, establishment of 86 new Neighborhood Watch groups, and direct services provided to 2,540 crime victims. Formula grant funding also resulted in improved cooperation and coordination among State and local criminal justice agencies and officials, including multijurisdictional enforcement and regional drug prosecution efforts. Cooperative relationships have developed between adult and juvenile correctional administrators and between State and local mental health/substance abuse treatment agencies. The training and technical assistance supported with formula funds have improved the capabilities of personnel in a wide range of criminal justice functions, from drug treatment providers to law enforcement officers and prosecutors, crime prevention practitioners, and correctional planners and administrators. For each of the formula grant programs, this report provides information on program goals and objectives, projects/sites and funding, and accomplishments. Evaluation activities are also summarized. Exhibits include facilitator and participants manuals for the development of a team approach to dealing with the substance-abusing offender, a report on the evaluation of the Department of Corrections' Intensive Supervision Program, and a report on a process evaluation of the Department of Corrections' substance abuse treatment programs.
