Much of the year focused on refining policies and moving forward with initiatives that began in the previous 3 years. Within the law enforcement area, multijurisdictional task forces received substantial interest. They increased cross-jurisdictional cooperation and the maintenance of a skilled group of drug enforcement officers, although balancing enforcement in areas with high and low population areas has presented a difficult economic, political, and philosophical debate. Montana's Board of Crime Control is committed to providing communities with training and education about community policing. Drug prevention and education efforts have included technical assistance and training and the DARE program. Victim and witness assistance projects have improved the capacity of the criminal justice system to reduce the impact of crime on individuals and communities. Montana is now past the implementation phase for the Criminal History Records Improvement and Automated Fingerprint Identification System. Program descriptions and tables
