This report describes the strategies and programs used by the Philadelphia Police Department to implement a community- policing concept designed to prevent crime rather than only react to it.
Abstract
The concept of community policing emphasized is the development of a "true partnership between the police and the public working together in a joint effort to prevent crime and promote safety in the community." The new community policing standard recognizes that the public not only has a duty to be directly involved in crime prevention efforts, but has the right to be directly involved in the policymaking decisions of the Philadelphia Police Department. In profiling the implementation of community policing, this report briefly describes the mission statement, the Police Commissioner's Council, Neighborhood Advisory Councils, mini-stations, problemsolving techniques, the victim assistance officer, the crime prevention officer, scene teams, and community relations officers. The report also includes the strategic plan for 1991-1995. It presents goals and methods for their implementation. The five goals pertain to public safety, efficient and effective service, leadership in the community, partnership, and professional personnel. Appended supplementary material
