This paper evaluates the state of affairs with respect to police cooperation in Europe and offers a perspective for international cooperation in Europe during a periodic of political and social change.
Abstract
Historical considerations associated with international policing in Europe concern the evolution of international police cooperation, the establishment of transnational police systems, the harmonization of national policing, and the "Americanization" of policing in Europe. The current status of policing in Europe is assessed in terms of democratic, legal, and operational viewpoints. The future development of policing within the context of the European Community is examined, particularly with respect to economic integration and the roles of the Council of Europe and the United Nations. The author concludes that the evolution of international policing clearly illustrates the intimate relationship between policing and politics. 29 notes
