This survey identifies and describes various asset forfeiture programs that operate at the State and local levels throughout the United States; assesses their needs; and establishes directions for planning for education, training, and technical assistance programs.
Abstract
This survey is based on responses from 100 active asset forfeiture programs in the United States that were operating in the period from July 1990 to December 1990. The first part of the survey consisted of an initial telephone interview to obtain basic program elements, status information, and users' opinions about a variety of needs and issues. This was followed by a more detailed inquiry mailed to each of the participants. This report presents the survey results as they reflect the state-of-the-art of asset forfeiture in 1990. The results provide a broad-brush picture of the state-of-the-art of asset forfeiture programs in terms of their composition, organization, staffing, and activity. A commentary about the implications of the findings follows each section. Results of the needs assessment follow the program descriptions. One appendix presents the results of the survey in tabular form, followed by appendixes that contain copies of the survey instruments, a glossary of terms associated with the survey, and a description of the method used to identify respondents. 23 figures
