At the end of FY 1991, 20 percent of the funds were unbilled by the contractors. At the end of the next year, the amount unbilled was 3 percent for the contractors, 7 percent for the law enforcement agencies, and 0.7 percent for the education agencies. Fewer than half the required quarterly activity reports were submitted to DELEP. The reports that were submitted often contained inconsistent and inaccurate data. According to the reports, a total of 22,255 youths received services through DELEP-funded activities, including 20,846 youths receiving prevention services and 2,152 youths receiving intervention services. In all, 120 schools received services. Recommended changes for the future are to include succinct instructions and definitions of the reports, to conduct training about completing the reports, to tie voucher processing to the receipt of the reports, to allow 1-month grace periods, and to reduce future funding for contractors returning more than 10 percent of the Bureau of Justice Assistance grant amount.
