The treaty applies to children who have not reached 18 years of age. Procedural measures contained in the treaty to facilitate the exercise of children's rights focus on procedural rights of children (right to be informed and right to apply for the appointment of a special representative), the role of judicial authorities, the role of children's special representatives, and responsibilities of national-level bodies in strengthening children's rights. A Standing Committee has been created to interpret and implement treaty provisions, and the treaty provides guidance on how to propose amendments.
