The 1995 annual report of the Texas Youth Commission (TYC) describes the TYC in terms of protecting the community, helping youth become productive and responsible citizens, rehabilitating juvenile delinquents, and preventing juvenile delinquency.
Abstract
The TYC offers rehabilitation programs, has established safe and secure environments for youth and staff, includes public safety as a key component of its decisionmaking process, operates on the basis of sound juvenile correctional techniques, distinguishes between youth rights and earned privileges, and makes decisions based on common sense and reasonableness. An overview of the Texas juvenile justice system is presented, and accomplishments of the TYC during 1995 are described. Institutional and community-based residential programs for young people are highlighted, changes in the State juvenile justice system between 1985 and 1994 are noted, and new directions in juvenile justice beyond 1996 are identified. 3 tables and 13 figures
