In discussing the purpose of sound disciplinary practices and grievance procedures, this paper advises that disciplinary procedures ensure the orderly protection of residents/students, staff, and the facility, as well as better prepare residents for successful community living by helping them to internalize needed controls and develop self-discipline. An effective grievance system ensures that complaints by individual residents will be brought to the attention of appropriate staff for action, as well as help to improve the management of an institution or system. Following an overview of restriction and its effects, the basics of good discipline are discussed. A section on the basics of good discipline considers professionalization, skills training, and key guidelines for good disciplinary practices. An outline of sound and reasonable rules and regulations for residents addresses minor and major rules, the orientation of new residents regarding rules and regulations, and staff training. A review of recognized procedures for the handling of discipline encompasses procedures for processing minor and major rules violations, for criminal misconduct, and following an emergency or a disruption. Also reviewed are limitations on effecting disciplinary sanctions, grievance appeals to an ombudsman or other outside appeal sources, and staff training. Remaining major sections of the paper address the planning of an effective grievance procedure system, the basic principles for the implementation of a grievance system, defined procedures for a grievance mechanism, and an ombudsman system for grievance appeals.
