Program goals are to develop and implement policies, protocols, and services that promote the early identification, intervention, and prevention of domestic violence and child victimization; to increase victim safety and access to treatment and counseling; to enhance the investigation and prosecution of domestic violence and child abuse cases; and to develop and implement comprehensive strategies that draw on a rural jurisdiction's unique characteristics and resources and enhance community understanding of domestic violence and child victimization. The grant application kit is geared to dealing with unique problems in rural areas, including geographic isolation, barriers created by the social climate of rural jurisdictions, lack of information about domestic violence and child victimization, limited access to criminal and civil remedies, and joint victimization of mother and children. The Rural Domestic Violence and Child Victimization Enforcement Grant Program encourages rural and tribal criminal justice practitioners to work in partnership with social service agencies, local service providers, and community leaders. Programs include but are not limited to education and training, public awareness, treatment and counseling services, innovative strategies to address constraints faced by victims in rural communities due to geographic isolation (transportation, communication, and economic constraints), and outreach. The grant application kit defines funding eligibility requirements and details the application process. Appendixes contain the standard application form, a sample completed cover sheet, a budget detail worksheet, a list of State agencies and points of contact, and other information on how to apply for a grant.
