This is a final report to the Spokane Police Department on the Neighborhood Resource Officer (NRO) Demonstration Project conducted in 1993.
Abstract
This report provides information concerning the implementation of the NRO project, part of Spokane¦s ongoing community-oriented policing (COP) project, in three economically disadvantaged neighborhoods. Data collected by the authors of this report indicate that: (1) the NROs achieved expected results; (2) there is considerable support for the NROs among teachers, counselors, students, and local residents; (3) there is little resistance to the implementation of COP from police, schools, or local residents; (4) NROs find COP immensely rewarding; (5) there are high levels of citizen satisfaction with Spokane's NROs; (6) citizens are most satisfied with their contact with an NRO when they sought the services and were assured that their problems would be attended to by that NRO; and (7) citizens are highly satisfied with NRO performance and rate it as better than that of other Spokane police officers in general.
