This evaluation examined the second year of operations (October 1991 - September 1992) of the Community Corrections Program at the Pueblo of Zuni (New Mexico).
Abstract
The current onsite assessment was conducted on September 15- 17, 1992, with a follow-up interview in Albuquerque on October 8, 1992. Related phone and written contact occurred both before and after the site visit to confirm statistical data submitted by Zuni Pueblo program participants. The evaluation focused on program operations, fiscal management, program outcomes, offender behavior, and offender and community impact. The assessment addressed process as well as performance evaluation. For fiscal year 1991-92, the evaluation also examined and analyzed Tribal Court regarding philosophy, policy, and procedures. Interviews were conducted with tribal judges. Recommendations pertain to the filling of staff positions, the upgrading of staff skills, legislation, and facilities. One recommendation is that the Tribal Council, the courts, and police consider the following for enactment into the Law and Order Code: a ban on juveniles carrying firearms, an adult-responsibility law that requires owners of firearms to keep them unloaded or locked in a secure place, and holding parents/guardians accountable when minor children cause injury or death due to indiscretion/reckless handling of a firearm.
