The National Court-Appointed Special Advocate Program provides training and technical assistance to a network of 13,000 volunteers and 377 programs operating in 47 States. In 1988, these volunteers represented 40,000 children, about 15 percent of the estimated 270,000 cases of child abuse and neglect in juvenile and family courts. Title II of the Crime Control Act of 1990 is designed to increase the use of court-appointed special advocates, under the administration of the Office of Juvenile Justice and Delinquency Prevention. The act authorizes program grants and child abuse training programs for judicial personnel and juvenile and family court personnel and contains provisions on the treatment of juvenile offenders who are victims of child abuse and neglect.
