The report contains technical notes which explain how dollar amounts were calculated and definitions of terms. Between 1985 and 1991, law enforcement expenditures increased by 21 percent, judicial and legal by 38 percent, and corrections by 23 percent. Local spending accounted for 72 percent of all justice spending in 1991. The distribution by jurisdiction was fairly stable between 1985 and 1991, with the State spending for justice increasing 2 percent. Almost half of the justice expenditures in 1991 were for law enforcement activities, with the remainder fairly evenly split between judicial and legal, and corrections; the distribution by component had remained fairly stable since 1985. The majority of State spending was for corrections and the majority of local spending was for law enforcement. Included are percent and actual change figures for growth in law enforcement and corrections; and a chart comparing justice costs and workloads for the period 1985-1991.
