Northern Ireland's government has developed a coordinated approach to the drug problem; the approach includes the establishment of a Central Coordinating Group for Action Against Drugs.
Abstract
The Department of Health's policy statement deals well with the similarities of approach and strategy with those in the rest of the United Kingdom. However, it fails to acknowledge that drug problems in Northern Ireland are more similar to those in the Republic of Ireland than to those in the rest of the United Kingdom. Recognition of this fact gives a mandate for more cooperation, joint policy efforts, and cooperative operations among agencies. The Central Coordination Group places the responsibility for coordinated local action on local coordinating committees. Energetic and committed leadership will be crucial to achieving action at the local level. These local groups can work only on the foundation of a central strategy with clearly delegated responsibilities and an efficient feedback system that creates flexibility rather than inertia. Adequate funding will also be needed to ensure local and accessible services.
