States provided 51.6 percent of the funds; Federal sources provided 18.3 percent; county or local sources provided 9.3 percent; and private funds, fees, fines, and other sources provided 20.7 percent. Approximately 73.4 percent of the funds were spent on treatment; 11.4 percent were spent on prevention; 9.9 percent were spent for training, research, and administration; and 5.5 percent were not reported. A total of 6,226 treatment units received funds administered by the State alcohol and drug abuse agencies. More than 1.2 million alcohol client treatment admissions were reported, mostly to nonhospital treatment units. More than 385,000 drug treatment client admissions were reported, of which 72.2 percent were for outpatient services and 64.7 percent were males. Heroin was noted as the leading primary drug of abuse. States noted that funding and resource allocation, services for adolescents and women, and prevention and education services were the top three policy issues.
