This article contains the findings of a survey of substance abuse in correctional institutions and efforts to deal with the problem.
Abstract
A Corrections Compendium survey taken between April and June 1990 showed substance abuse programs in all States except Kentucky. Programs in the States, as in the Federal system, ranged from education to intensive therapy, with wide variations between systems. Most included some follow-up or aftercare in the community. California spends the most money, but Texas has the most inmates in drug programs, with 10,000 inmates receiving treatment. Treatment programs include: (1) group, individual, religious or motivational, and community volunteer counseling; (2) drug screening; (3) AIDS education; (4) mental health services; (5) work assignments; (6) vocational-academic training; and (7) medical or methadone treatment. All Canadian systems offer drug treatment for prisoners. There are charts with state-by-state and province-by-province data, including: treatment programs by type, number of drug offense inmates, number in treatment programs or on waiting lists, and funding sources and amounts.
