This document presents the program plan of the National Institute of Corrections (NIC) for fiscal year 1996; it describes program opportunities available to State and local corrections agencies, technical assistance and training activities, and information sharing and networking events.
Abstract
Activities planned for fiscal year 1996 reflect NIC's continued commitment to cost-effective and efficient programs. The majority of NIC programs involve technical assistance and training to State and local agencies. Through technical assistance, NIC provides practical, individualized assistance to resolve pressing problems and to devise strategies for more effective operations. NIC uses two strategies to carry out its programs and services: (1) proactive and leadership approach to influence national policies, practices, and operations; and (2) responsive assistance and services to client agencies and staff to improve their correctional systems. Programs and services are delivered through direct technical assistance, technical assistance grants, special emphasis programs, training services, and information services. The program plan for fiscal year 1996 reflects program activities and goals and describes procedures for obtaining technical assistance. Types of technical assistance available to State and local agencies include jail management, prison health care, and community corrections. Special emphasis programs focus on such areas as intermediate sanctions for female offenders, probation and parole violations at the local level, offender risk management, jail mental health services, facility development, objective jail classification, and direct supervision jails. Training and information services available through NIC are described, and appendixes contain additional information on NIC grant application procedures and forms and list points of contact for technical assistance awards.
