This paper assesses the experiences and knowledge the authors derived from working with the national police forces in both Hungary and Romania to bring change reflective of their new democratic principles.
Abstract
The analysis focuses on the philosophies, orientations, and modes of entry that resulted in successfully establishing ongoing relationships and the accomplishment of related activities. It also discusses the needs and issues identified in the two police organizations as they attempt to adjust and adapt to the new political model of democracy. The authors first discuss the processes and orientations that promote entry and acceptance of outside help. This requires that the existing police forces perceive the existence of a "crisis" or need that is best addressed with guidance from an outside agent or organization. It requires that the outside agents recognize the significance of national and cultural heritage as well as the existing professionalism, accomplishments, and successes of the police organizations. Further, there must be an establishment of trust and personal relationships, flexibility in content and pedagogy, and evidence of long-term interest and commitment by the outside agents. Another major section of this paper addresses policing issues and needs within Central Europe. Topics addressed include issues related to public perception and public confidence, the recruitment and retention of qualified personnel, and police management techniques. 13 references
