The strategies focused on guns, youth crime, drugs, domestic assault, disorder in public places, auto-related theft, and police corruption. Changes involved both departmental procedures and the decentralization of management to the precinct level. Four principles now guide the department's patrol and investigative work: (1) accurate and timely intelligence, (2) rapid deployment, (3) effective tactics, and (4) relentless followup and assessment. To support its broad strategic approach, the department has undertaken a major review of equipment, technology, precinct organization, and training. Policing has changed to a more proactive style and problem-oriented policing. Two commentators, Dibulio and Kelling, believe that the policy- driven law enforcement efforts that build on community initiatives and not demographic or legislative changes are responsible for the decrease in crime in the city.
