A Bulletin Board Service (BBS) is a centralized service that individuals with a simple computer and an inexpensive modem can dial up over a standard telephone line. Users can upload information, download information, answer polls or questionnaires, leave messages in various areas, send private electronic mail, and exchange files with other users. Additional benefits of a BBS include: rapid access to information files anywhere in the world; the ability to teleconference with experts throughout the world on any subject; Q-Mail, a function that enables the user to download all messages in a specified category in seconds, frame a reply off-line, then upload the responses in seconds; on-line purchasing; and access to shareware computer programs. The only cost associated with the BBS is the telephone call, and even that expense has been dramatically reduced. Many systems include foreign language modules, and the computer does the translating.
