Methods of responding to crimes committed by foreigners were studied using information from the United States, the United Kingdom, and Japan.
Abstract
Laws, statistics, and official reports concerning problems of foreigners and their offenses were reviewed. In addition, government organizations in each country were contacted by mail. Results revealed that the United States and the United Kingdom have few statistics in which an offender's nationality is used as a basis. The United States has long had policies restricting immigration, but illegal immigration has been increasing in recent decades. The United Kingdom has experienced a substantial increase in the number of foreign workers and immigrants and has established regulations regarding the use of interpreters in criminal investigations. Crimes committed by visiting foreigners in Japan have increased rapidly. Criminal justice agencies have developed a national directory of interpreters, a manual for interpreters, and information for foreign defendants. The measures in each country reflect the current situation regarding foreigners and minorities in the country.
