This paper describes how Israel is moving toward the establishment of community policing.
Abstract
The Israel National Police (INP) is committed to the implementation of community policing throughout the entire police force by the year 2000. However, there are several obstacles: (1) the preoccupation of police with security matters; (2) the dominance of the army and the combative concept in society; (3) the national organizational structure of the Israel police; (4) society's emphasis on national problems; and (5) the basic outlook of the general public on the goals and objectives of the police, the nature of its activities and its methods of operation. This paper discusses planning and implementing organizational changes, and reviews a pioneering project in INP Central District to improve service to the public. There are descriptions of partnership models, including a juvenile crime prevention program, a community program for school crime prevention, and a community policing model for the treatment of drug-abusing juvenile offenders.
