This study provides data needed to estimate the levels of substance abuse and dependency among Illinois arrestees in order to estimate the arrestee population's level of need for drug treatment.
Abstract
Among the findings and conclusions of the 1995 study were the following: (1) Among the adult subjects, marijuana use had increased from 15 percent in 1990-1991 to 45 percent; (2) Adult female arrestees had very high rates of cocaine use; (3) Approximately two-fifths of all adult Illinois males and three-fifths of all adult Illinois females who became involved with the criminal justice system were dependent on alcohol or other drugs near the time of their arrests; (4) Infection from HIV and AIDS can be expected to be significant problems for the Illinois criminal justice system in the future; (5) Drug use by juvenile detainees is non-trivial and consists primarily of alcohol and marijuana use; and (6) While there is a need for drug treatment programming for adolescents, there is an even clearer need for prevention programming targeted at alcohol and marijuana users who may just be beginning experimentation with cocaine or other drugs.
