Following an overview of the demographics of Malaysia, this paper examines patterns of contemporary crime in Malaysia, methods of international cooperation and assistance, and Malaysia's strategies for preventing and addressing crime.
Abstract
The profile of Malaysia explains its geography, economy, and constitution. This is followed by a description of the country's development of an effective international crime and justice program. The latter encompasses discussions of crime data compilation, the implications of contemporary crime in Malaysia, and modalities of international cooperation and assistance. A major section of this paper focuses on the implementation of the United Nations instruments in Malaysia. The instruments considered are the United Nations Standard Minimum Rules for Non- Custodial Measures (The Tokyo Rules); United Nations Guidelines for the Prevention of Juvenile Delinquency (The Guidelines of Riyadh); guidelines on the role of prosecutors; basic principles on the role of lawyers; and basic principles on the use of force and firearms by law enforcement officials. Also discussed are model treaties on extradition and on mutual assistance in criminal matters. The concluding section of this paper briefly considers other strategies for coping with particular crime- related problems facing Malaysia.
