Title: Prevention of Crime and the Treatment of Offenders: National Statement on Situation and Experiences in the Republic of Korea

Annotation: This national statement presents an overview of Korea's criminal justice system and gives an account of the administration of criminal justice, including law enforcement efforts, recent legislative initiatives, the management of various criminal justice agencies, and community involvement in addressing crime.
Abstract: The statement considers four main topics on the agenda at the Ninth Congress on the Prevention of Crime and the Treatment of Offenders. The first topic is international cooperation and practical technical assistance for strengthening the rule of law. Issues discussed under this topic are definition of rule of law and the characteristics desired, crime trends in Korea, the extent of the implementation of United Nations standards and norms on crime prevention and criminal justice in Korea, and international cooperation. The second topic focuses on Korea's national experiences and international cooperation in action against national and transnational economic and organized crime as well as the role of the criminal law in the protection of the environment. The third topic addresses the management and improvement of police and other law enforcement agencies, prosecution, courts, corrections, and the role of lawyers. The fourth topic considers Korea's crime prevention strategies in relation to certain types of crime. These crime types are urban crime, juvenile delinquency, violent crime, and domestic violence. A section on victim services discusses Korea's efforts to ensure victim safety as well as the provision of victim restitution and compensation.
