This speech by Janet Reno, the Attorney General of the United States, provides an overview of the Office of Juvenile Justice and Delinquency Prevention's Comprehensive Strategy for Serious Violent and Chronic Juvenile Offenders.
Abstract
The program will vary from community to community, based on a community's own analysis of what its youth need and how the Federal Government can best assist a community with its resources. The family will be a particular area of concern, since it is the institution that has the most influence in determining the behavioral development of youth. Family concerns that must be addressed with multidisciplinary interventions are foster care, parenting education, child abuse, and domestic violence. A second institution that holds the key to a child's development and future contributions to the community is the school. Educational services must meet children's needs and prepare them to take advantage of vocational opportunities that satisfy their aspirations. Communities must also mount comprehensive juvenile delinquency prevention efforts, including drug education, community policing, gun control, and early and appropriate intervention by juvenile justice agencies and child protection services.
