The committee initially sought information on policing in the broader social context, police roles and operations, police accountability, and sharing responsibility for policing. Of 175 organizations and individuals with an immediate stake in policing activities that were invited to submit information, more than 75 responded. The committee reviewed available research evidence and policy documents relevant to its central concerns; published an interim discussion document in 1994; and organized seminars to address police powers, police crime management and prevention, police accountability, and community safety. Committee findings on police roles and responsibilities are detailed in terms of difficulties facing the police, crime levels and patterns, police expenditures, the private security industry, community safety, multiagency crime prevention, police patrol arrangements, police service organization, and police performance and accountability.
