This international conference, held in Italy in October 1996, addressed global and regional problems associated with international migration and crime.
Abstract
Conference participants noted that problems posed by migration and crime are not confined to Europe or to classic immigration countries such as Australia, Canada, and the United States. They also pointed out that countries affected by migration and transit face problems caused by unregulated migration movements and the illegal markets created for them by organized crime. Conference participants emphasized the need for innovative responses in the areas of development cooperation and intervention programs and indicated that problems of migration and crime lie at the intersection of the following policy areas: crime control policies, economic development and trade liberalization policies, and national migration regulatory policies. Conference participants recommended that policymakers recognize how the following socioeconomic and political disparities affect migration dynamics: uneven demographic growth patterns, uneven economic development, uneven quality of governance and social security services, differences in the acceptance of and provisions for a multicultural society, and uneven natural resource distribution and depletion. Dynamics of crime at national, regional, and international levels were discussed at the conference, along with how the dynamics of migration and crime impact on each other. Specific conference presentations focused on global crime and criminal justice trends, forced migration, ethnic links of communal groups and criminal organizations, and the importance of international cooperation.
