This manual presents updated standards for juvenile detention facilities, based on a process that involved more than 300 national and international leaders representing all facets of corrections.
Abstract
The 26 mandatory standards and 350 voluntary standards are intended to provide correctional administrators with the opportunity to develop a plan for upgrading facilities and procedures. An overview details the process for accreditation of juvenile corrections agencies. Individual sections on administration and management present the standards for general administration, fiscal management, personnel, training and staff development, juvenile records, the information system, and citizen involvement and volunteers. Standards for the physical plant cover building and safety codes; size, organization, and location; juvenile housing; environmental conditions; program and service areas; administrative and staff areas; and security. The standards for institutional operations focus on security and control, safety and emergency procedures, rules and discipline, juvenile rights, and special management. Facility services standards cover food service, sanitation and hygiene, and health care. Standards for juvenile services cover reception and orientation; social service; academic, vocational, and work services; library services; recreation and activities; religious programs; mail, telephone, and visiting; and release preparation.
