Lessons learned to date in drug control concern hard core addiction, targeting the streets by State and local drug law enforcement agencies, drug treatment, international drug control efforts, drug abuse prevention, and the role of the Office of National Drug Control Policy. The report recommends that Federal drug efforts embrace a truly national strategy, that political leaders face tough choices, that drug treatment shortfalls be corrected, that medicines be developed to treat drug addiction, that international efforts be increased to target drug kingpins and to control drug smuggling, and that education and prevention programs be provided for school children.
