This document presents the Drug Enforcement Administration's (DEA) proposed budget for fiscal year 1979 and the transcript and materials from the hearing conducted by a subcommittee of the House Committee on Appropriations on March 20, 1978 to consider the budget.
Abstract
The appropriation request totaled $192,953,000 and 4,213 positions. This request will support the availability of the automated index system to 24 hours a day and provide for the third phase of the automated intelligence system. The proposed program increases are fully offset by reductions in areas such as research and development, drug abuse prevention activities, diversion investigative units, and training. The DEA administrator noted recent DEA accomplishments, including reorganizing the DEA field structure, increased eradication of poppy fields in Mexico, a program to increase intelligence collection on Turkish opium production, an increase in the number of suspected drug traffickers under investigation, and the formation of special DEA-Federal Bureau of Investigation task forces in selected cities. The administrator also noted that heroin availability remains at the lowest levels since 1971 and has declined in nearly all geographic areas.
