Testimony by the Director of the Office of National Drug Control Policy (ONDCP) at a 1993 hearing to consider reauthorization of the ONDCP is presented.
Abstract
The ONDCP was established by the Anti-Drug Abuse Act of 1988 to provide direction to the national drug control program. Although the ONDCP is involved in promulgating the National Drug Control Strategy, drug budget certification, the High Intensity Drug Trafficking Area Program, the Special Forfeiture Fund, and the Counter-Drug Technology Assessment Center, the ONDCP's role can be improved in several areas. The continued need for a central planning agency to direct the national drug control program is demonstrated. The importance of effective drug use measures and reliable data sources is noted, and the need to obtain information about drug market trends at the local level is emphasized. The testimony also considers improvements in measures designed to assess progress made under national drug control strategies, drug abuse prevention, drug treatment, and cooperation among Federal drug control agencies. The testimony further focuses on military involvement in drug law enforcement (surveillance and drug interdiction), drug courts, collaboration between the criminal justice and drug treatment communities, and duplication in domestic and international drug intelligence production efforts.
