An international conference held in 1994 reviewed past efforts to establish a system of international justice, the current status of the International Law Commission's draft statute for a permanent international criminal court, and efforts to achieve accountability for war crimes and other human rights violations.
Abstract
The discussions also focused on the history of international organizations concerned with investigating responsibility for war crimes and crimes against humanity and the problems of enforcement that can be expected to arise in connection with prosecutions before the International Criminal Tribunal for the former Yugoslavia. Another topic was the extent to which members of the United Nations and other countries are obligated to cooperate with the tribunal by providing legal assistance, surrendering persons, and carrying out sentences. Further discussions examined the history of efforts since World War II to deal with egregious violations of human rights, the political realities likely to affect the future of the International Criminal Tribunal for the former Yugoslavia, and prospects for establishing a permanent international criminal court.
