This final report in the evaluation of Missouri's multijurisdictional drug enforcement task forces concerns perceptions of change, exchange of information, and the River Interdiction Task Force.
Abstract
It does so within the context of two previous reports; complete copies of the first two reports are appended. Regarding changes since the inception of the task force, most task force operators note that the drug problem changes with shifts in supply and demand, and some form of cooperation characterizes the effect of the task force on other law enforcement agencies. Further, the operators advise that task force goals have not changed since its inception, and duplication has decreased while coordination and sharing information have increased. The exchange of information across task forces is impeded by some reluctance to enter data. Concern for system security addresses this obstacle to some extent. The River Interdiction Task Force provides one example of how bringing several agencies together multiplies the investment of grant funds. Given that the intent of the program is to stimulate interjurisdictional cooperation, the findings show that the task forces are moving in this direction.
