This report presents findings from an evaluation of Escambia County's (Florida) substance abuse treatment and supervision services for criminally involved offenders.
Abstract
The programs evaluated consist of an outpatient counseling program that has operated since 1991, an in-jail group treatment program, and an intensive probation and community confinement program that was added to the grant in 1992. Topics discussed in relation to program design are projected treatment needs, admissions to treatment, criminal justice system involvement, program history, the outpatient counseling program, in-jail treatment, the community confinement program, and urinalysis. Information on program management encompasses the outpatient counseling program, the in-jail program, the community confinement program, urinalysis, and interorganizational cooperation. Other topics addressed for each of the programs are service area coverage accountability, service delivery accountability, program outputs, posttreatment arrests, and issues and recommendations. The report concludes that all three grant-funded programs have significantly increased the services available to Escambia County offenders. Data suggest, however, that even greater numbers of offenders need treatment. Although there is not enough posttreatment data to draw conclusions about the effectiveness of the in-jail program, completion of the outpatient counseling program and the community confinement program is effective in reducing recidivism. 13 figures
