The National Advisory Commission on Criminal Justice Standards and Goals (NACCJSG) was formed in October 1971, and the group had a broad-based membership composed of representatives of the criminal justice system, related government operations, and the private sector. The NACCJSG was assisted by several operational and advisory task forces made up of leading practitioners, researchers, and citizens, with extensive work also accomplished by staff and consultants. The primary goal of the NACCJSG and task forces was to develop a standards and goals program focused on crime reduction, with the State Planning Agency (SPA) responsible for the program. The standards and goals conference is considered to be a useful way of informing criminal justice officials about standards, formulating standards for States, adopting standards and assigning implementation responsibilities, and developing commitment to and support for standards. Potential conference structures and procedures are described, conference organizational elements are identified, and conference activities and categories of standards and goals are detailed.
