Abstract
The text emphasizes that developing and implementing a program requires a long-term effort based on coordination, cooperation, and communication among all facets of a community, together with strong and determined leadership. Individual sections outline the nature and extent of impaired driving nationally, and discuss how to generate community support to implement the program effectively. They also present step-by-step instructions for forming a community coalition, organizing a steering committee, assessing the problem and available resources, developing a strategic plan, implementing the program, monitoring and evaluating it, reviewing and reporting results, publicizing efforts, and continuing efforts.
