Four of the options studied require the Lorton complex to remain open, one option entails complete closure of the complex, and one option involves partial closure of the complex. Five of the six options call for the inmate population at the Lorton complex to be managed by either the DOC, the Federal Bureau of Prisons (BOP), or the private sector. The sixth option entails each of the three parties managing some portion of the population. This is the third report prepared by or for the National Council on Crime and Delinquency regarding the District of Columbia DOC. The reports' consistent message is that: (1) the Lorton complex facilities should be substantially renovated or replaced; (2) DOC administrative structure should be reorganized and streamlined; (3) DOC should implement new operational and classification procedures and standards; (4) DC Government should reform procurement and personnel policies; and (5) funds are needed to make urgent short-term capital and operational improvements, regardless of the long-term option selected and the time frame for completion.
