This report, dated May 1997, provides an update on the national methamphetamine strategy and its associated activities.
Abstract
The strategy is intended to counter the spreading use of methamphetamine, a synthetic stimulant drug that is cheaper than cocaine in many markets, and methamphetamine production, which carries severe environmental risks. The strategy, which involves a coordinated government-wide response, is assisted by Congress' enactment of the Comprehensive Methamphetamine Control Act of 1996, which strengthens criminal penalties for methamphetamine trafficking and establishes new control over chemicals used in its production. The law enforcement effort has been enhanced by the efforts of the Organized Crime Drug Enforcement Task Forces and by focusing on the regional methamphetamine threat in Nebraska, Iowa, Kansas, Missouri, and South Dakota. Numerous criminal methamphetamine cases have been successfully investigated and prosecuted through coordination with State and local law enforcement agencies. The strategy also involves a review of the way intelligence and information is acquired, processed, and used regarding the production, transportation, and sale of chemicals involved in the production of methamphetamine, as well as the manufacture, importation, and distribution of methamphetamine. The laundering of profits from methamphetamine sales are also being targeted. Materials are being developed for the Nation's educational system that are designed to prevent methamphetamine use. Data collection on methamphetamine use is being improved, and conferences are being held to increase information sharing, the solicitation of input, and the coordination of efforts. The Office of National Drug Control Policy published two documents on the methamphetamine threat in January 1997. Public awareness of the methamphetamine threat has been advanced through public announcements, policy statements, media events, and meetings with coalitions. The national strategy is continually being reviewed and its effectiveness assessed. The 1998 National Drug Control Strategy will incorporate budget entries that update the action items of the National Methamphetamine Strategy. 3 tables and 1 figure
