This report describes an evaluation strategy used by the New York State Narcotic Addiction Control Commission and uses data from California and New York State parole cases to demonstrate how a regular statistical reporting system can be used to provide one type of evaluation of a large agency's treatment systems.
Abstract
The evaluation strategy consists of using actual experience to develop narcotic user classifications that have the ability to differentiate probable outcomes on parole. This classification becomes the basis for predicting parole adjustment for future groups. The analysis followed drug users released from California and New York correctional institutions for 1 year on parole. These data were used to develop base expectancy tables to use as a yardstick for measuring the impact of a treatment program.
