This video, intended primarily for training purposes, describes the information contained in the Missouri Criminal History Records System (MCHRS), how the information is compiled for the system, how it is retrieved, and the human errors that most often obstruct the proper operation of the system.
Abstract
The video uses narration and illustrative images to present the material. The data contained in the MCHRS are arrest information for reportable offenses, prosecutorial actions, court dispositions, and Department of Corrections data on those under its jurisdiction. Part I of the video describes the creation of an offense record. It begins with an arrest and the fingerprinting of the arrestee. The description of the fingerprinting encompasses the equipment needed and the fingerprinting technique, and the information required on the fingerprint card is also described. The prosecutor's office completes the information on charges and prosecutorial action, and the Department of Corrections provides information on actions regarding the status of the offender while under the department's jurisdiction. Part II describes how information and paperwork is handled when the case is terminated or is placed on hold prior to court disposition. The processing of the criminal history information at the central repository is then profiled, including the updating of files and authorization for the retrieval and dissemination of criminal history information. The video concludes with a listing of some common problems that impede the processing and accuracy of information for the MCHRS.
