This report presents the methodology and findings of an evaluation to determine whether the computerized photographic system authorized in the District of Columbia was purchased and in operation, as outlined in the initial funding plan.
Abstract
The evaluation found that the Division of Records and Identification of the Metropolitan Police Department has purchased a computerized system for storing and retrieving photographs and other information on persons arrested. The evaluation team inspected the equipment and viewed a prototype demonstration of the system in operation; however, at the time this report was submitted, the designated system had not been delivered and installed. The selection of the vendor required more time than anticipated, but most of this delay can be traced to the 12 months when the procurement request was held up in the Department of Administrative Services. A purchase order for the system was issued to the successful vendor (MSI) on July 30, 1991. The installation of the equipment was awaiting a briefing with the new Director of the Division, on August 30, 1991, and the installation of communications cabling required to connect the equipment to the various work sections.
