This volume presents and explains the juvenile justice standards approved by the American Bar Association's House of Delegates.
Abstract
The standards are intended for use by trial and appellate judges, defense attorneys or public defenders, prosecutors, court or correctional agency administrators, academicians, policymakers, and the news media. They are designed for use in the trial of cases; in drafting documents in ongoing litigation; in research; in negotiations; in drafting legislation; and in implementing policy reform. The standards relate to juvenile adjudication, appeals and collateral review, the architecture of juvenile facilities, juvenile corrections administration, legal services for private parties, and juvenile court organization and administration. Additional standards focus on dispositional procedures, dispositions, the handling of accused juvenile offenders between arrest and disposition, juvenile delinquency and sanctions, and juvenile probation. Further standards focus on juvenile records and information services, monitoring, planning for juvenile justice, police handling of juvenile problems, pretrial court proceedings, the prosecution of juveniles, the rights of minors, transfer between courts, and youth service agencies. An annotation follows each standard that is cited in a judicial decision. Index and overview of tentative standards that were not approved
