The rehabilitation component provided a continuum of care, starting with outpatient substance abuse treatment in prisons and continuing with both residential and outpatient services for prisoners, parolees, and probationers. Despite expanded services for fiscal year 1992-1993, at least 2,300 prisoners each month remained on a priority list for substance abuse services. Of 39,000 prisoners, 13,000 parolees, and 47,000 probationers, 83 percent had a substance abuse problem. Of the population in need, 11,581 persons received substance abuse treatment during the fiscal year, an increase from 8,743 persons the previous year. Women accounted for 12 percent of the population in treatment. Substance abuse education was provided to more than 1,700 prisoners during the last half of the year. Of field staff working with parolees and probationers, 300 were trained in substance abuse issues. The drug testing program significantly decreased drug use, and operation of the substance abuse program appeared to prevent at least 2,530 recidivists. 12 tables and 6 figures
