This report presents a plan for implementing an interagency National Drug Intelligence Center (NDIC) as proposed by the Administration to provide comprehensive and strategic analyses of major drug trafficking organizations.
Abstract
The NDIC would be established under the supervision of the Attorney General. It will help remedy three current shortcomings in drug intelligence: (1) a lack of law enforcement community priorities to guide domestic and foreign drug intelligence collection, (2) a lack of strategic all-source analysis of drug trafficking organizations to support decisionmaking, and (3) a lack of information sharing and coordinated systems development. Its focus will be on strategic rather than tactical intelligence. A three-phase approach is recommended for implementing the NDIC. Phase 1 will involve additional work by an interagency implementation team and will last through September 30, 1990. Phase 2 will take place from October 1990 through September 1991. It will entail the establishment and operation of a core NDIC with approximately 30 permanent positions and additional interagency personnel detailed for ad hoc assignments. Phase 3 will begin on October 1, 1991 and will entail the full implementation of NDIC. The projected permanent staffing level is 150 positions. The NDIC will be located in Washington, D.C. to be near the majority of contributors to and consumers of its strategic intelligence products. Figures and table
