The data revealed that 6,784 youths between ages 13 and 17 years were served by the Division sometime during the year. The 2,736 admissions represented the largest number in 10 years and a 4-percent increase over the previous year. Admissions of black youth accounted for 67 percent of all admissions. The number of juvenile offender admissions declined in 1994 and increased in 1995 to its second highest level in 10 years. However, the percentages of these juvenile offenders granted youthful offender status declined from an 8-year high of 56 percent in 1994 to a 10-year low of 44 percent in 1995. Crimes against the person accounted for 37 percent of youth custody entries in 1995 and increased 12 percent between 1994 and 1995. Seventy-three percent of all screened admissions in 1995 needed further assessment for drug treatment services; 33 percent had needs for assessment for mental health services.
