This advocacy kit provides the information and tools needed for citizens to help ensure the successful reauthorization of the Runaway and Homeless Youth Act (RHYA) as soon as possible and to secure the continued funding of RHYA programs.
Abstract
The kit provides information on National Network for Youth priorities for fiscal year 1998 funding and the 1997 reauthorization of RHYA; core principles outlined were adopted as priorities by the National Council on Youth Policy in October 1995. The kit also contains a timeline for funding and 1997 reauthorization of the RHYA, with suggestions for action. Information is also provided on the Juvenile Justice and Delinquency Prevention Act (JJDPA), along with a summary of the RHYA as amended through 1992. There is a special edition of the National Network for Youth's "Policy Reporter," which includes tips and other advocacy-related information. Examples are included on how to use the core principles and National Network for Youth priorities to develop talking points when briefing members of Congress; this can also be used with the press and potential allies. Included in the kit is a list of terms, abbreviations, and acronyms often used in work with Congress and the administration, as well as at National Network meetings. Other lists contained in the kit are of House and Senate subcommittee members who are in charge of JJDPA/RHYA reauthorization; House and Senate Appropriations Subcommittee members, who recommend funding levels for RHYA and other programs; and community groups and organizations that can be recruited to support and work for JJDPA/RHYA reauthorization.
