For the legislation for each State, the focus is on definitions, criminal penalties and procedures, civil orders for protection, family and children, and prevention and treatment. Other provisions noted in the laws are arrest mandates, custody guidelines, education/training, enhanced criminal penalties, firearm restrictions/seizures, full faith and credit, insurance discrimination, roll of child protection agencies and courts, statewide task force or coordinating councils, and supervised visitation. Generally, States passed measures that improved access, relief, and enforcement of protection orders. Accountability for batterers has been addressed in the form of enhanced penalties, firearms restrictions, mandatory jail time, and development of batterers treatment programs. The role of child welfare agencies in families with battered mothers and children is just beginning to be defined. Training for a variety of professionals, including judges, has been legislatively mandated in a number of States.
